APPLICABILITY OF RELEVANT LAWS IN ARMED CONFLICT INCLUDING COUNTER TERRORISM OPERATIONS – 23 FEBRUARY 2021

Mr Ahmer Bilal Sofi delivered a lecture to the student officers on different dimensions of international human rights laws and their relevance / application in conflict management and resolution at the National level including Counter Terrorism Operations. He initiated his talk by explaining the context of Laws of Armed Conflict  in a post-modernist era. He deliberated upon frameworks of international laws of Armed Conflict and obligatory commitments of Pakistan. He also introduced the students to major provisions of local laws including Pakistan Army Act, Anti-Terrorism Acts, Criminal Penal Code and the Constitution governing use of force. He highlighted the aspect of legality versus legitimacy with respect to employment of armed forces against state and non-state actors with focus on major legal voids and inadequacies. In the end he suggested certain measures, to address the existing shortfalls in understanding and applicability of relevant laws of Armed conflicts.
